As someone who is originally from Yemen, I have known countless people being denied entry to the US even when they had visas. Some were declined to renew their student visa well before this election cycle without even a reason. They had personal properties and school to finish here in the US.
Refugee numbers to the US are pathetic, and I really doubt that international refugee agencies will face significant difficulty to settle people in due to these orders.

This really sucks and is getting scary the closer to home it gets. My sister in law can't leave anyways based on the restrictions she has to follow and we were anning a family trip to Mexico this holiday season, but now I'm not so sure if we should. We will definitely be starting my wife's citizenship application next month to hopefully rule out any risk with her green card.The news talks about restricting "access" so in other words entry to the US. As long as they are inside the country and are legal here, I wouldn't worry. I wouldn't leave the country if I were them though, especially your sister in law.
