He probably thought the associated win for the wall and trying to snare Democrats in fighting for transgender rights made his move all the smarter.
Really awful behaviour for politicians representing supposedly a leading country for tolerance and equality.
Seems this ties back to the earlier move to try and block the surgery coverage to appease this group: trust Trump to take the "foot and mouth" route in response.

Yes. The GOP two weeks ago voted down a ban on gender reassignment surgery for trans troops. That was two weeks ago. They didn't even want to ban the surgery. No way they wanted to ban all transgender troops.

It's for himself, for one thing. It would make a good re-election campaign piece.
His base wants that wall. It was the very issue that launched his candidacy.
That's how he got elected.
That's what this country asked for.
We should not be surprised when he does what we elected him to do.
The nice thing is, this goes so far it will probably just be overturned in the courts. Banning payments for the surgery would have been a tougher battle.
