Yep, Flareon was full of potential but we didn't even level him up once before releasing him. Pidgeot is past his prime and that will become clear in Pokemon Tower. Our only real hope is to powerlevel Drowzee. If we can teach him Physic and have him take over Pidgeot 's lead spot then we're back on track due to how broken gen 1 Physics are.

I wish I thought of this idea. I'd be running regular commercials and having sub-mode only bi-daily hours.

We need to level him up well before then. All ghosts have Night Shade which hit for a set amount equal to their level and ignores resistances/immunities. At level 17, Drowzee is not prepared to be taking ~23 damage per shot.
And accidentaly release our only Pokemon that stands any chance at this point?

Grinding will only happen once people see it's needed by losing a bunch. Until then the Pidgeot faith will be strong.

Grinding will happen when we get to Pokemon Tower and Rattata and Drowzee are the only Pokemon capable of attacking ghosts.

At this point, it's probably easier to catch a random Pokemon in the wild that actually has useful moves. We would have to go all the way back to low level spots to grind drowzee
After getting the Psychic TM and either tossing it or using it, just throw Drowzee against the wild Ghosts until he gets KOd, since their AI sucks.
We could also catch a Diglett and solo Pokemon Tower with that, but then we have another Pokemon on our team with DIG, and nobody wants that.
