Are states declared on the number of votes total for each candidate, or just the number of counties that have gone one way or the other?

As in, could HRC be narrowly losing in 99% of counties but if she has a massive win in 1%, that's enough to take the state?

iirv ec votes are based on total, but votes are reported by county.

It's total number of votes.

You also have the odd case where electoral votes can be split by region (Maine and Nebraska)

So if Florida goes Trump, does that mean he's more likely to win? *Tries to understand US politics*

It's more like he needs it to win. Basically, Trump needs Florida more than Hillary does due to how it's likely other states will go. If he doesn't win Florida, his chances are hanging by a thread. Clinton could still close the door on him by winning some other key states though, regardless.
 
If Trump didn't run on a message of hate, instead completely stuck with change and not being held to the lobbyists, he may have won this. But, he of course is who he is. Thank the Lord.

Even IF Trump didn't run on a message of hate, he has literally no policies beyond wall, lower taxes. Period.

The fact that it's this close just shows Clinton is a joke. Because Trump is obviously unfit to be potus. But hey its only 4 years, we shall survive!
 
At least Hillsborough County went blue for Clinton. If CNN is accurate, the Florida panhandle only remains for counties not already tabulated.
