Yes, they did a recast. Maybe they required a better actor for the scenes to come, and old Tommen couldn't deliver. Now, according to the books, Marg gifted Tommen some kitties so he could play with some pussies while he grew up. New Tommen looks old enough to play with the pussy, and not a feline one, right away. I don't know how they'll handle it.

They can probably get away with the same thing in the show by making him just a sweet, naive slightly older kid. A "yes, grandpa, I love you!" type.

Tommen in the books is like the nice kid who's in a shit situation. I feel bad for him, moreover losing his uncle who was the only guy who was seriously looking to bring some peace to the land was worse. Who the hell is that actor by the way? I forgot the uncle's name but have we seen him in the show yet?

Kevan, and yes, he has been cast but he only appeared in a couple of episodes during the second season, totally unremarkable character.
Joffrey's death was so satisfactory. The actor has been a beast during all these years, kudos to him.

Tommen and Bran are (at least in the books) the same age when the story starts.
So by that logic and considering Bran's pubertal transformation, they should've recast Tommen with someone in their mid-30's.

Even without reading the books, that's not how the line of succession works, not in the show and not in real life monarchies. Both Tywin and Margarey have no claim to the throne.
Of course they don't, but all things considered most of the non-spoiler discussion revolves around Tommen and what would happen when/if he dies. Succession or not, no one's going to give a crap who is meant to be king depending on who holds the capital with force. As it stands, the Lannisters and Tyrell are the only military there so it's a pretty reasonable assumption for anyone not versed in the storyline.
