Aemon and Sam sent out Ravens at the end of season 3, so it would make sense. In the books, I know that Tyrion sits in on the Small Council scene where Tywin responds to the Nights Watch's request for more men by suggesting that Janos replace Mormont, but I don't think he ever actually brings it up with Jorah.
