If you need access to PSN, download the PSNLover 1.2 plugin from QJ and just sign into PSN via your PSP with your usual PSN credentials. If you mean "activating" your PSP with your PS3, that's available from the PS3 itself... though Account Management, I think. You'll need your PSP's USB cable. Or the PS3 controller's USB charger cable.

Anybody got any tips for the strategy? The boss basically runs around the whole map, kill me, and runs back to another spot, all in one CP move. His hammer move basically oneshots my tank, so I can't use it as a...err tank, and I can't seem to do damage to him at all.

As for the materials, I think those are used to build the special weapons. When you go into R&D, you'll notice that there are some weapons that horizontal to you but in the same level (as opposed to a higher/lower level). You use materials to build those weapons, but you'll also need the weapon plans before you can build them.
As for those weapons you're receiving...I'm not sure, as I haven't used any of them yet, but you'd probably have to be the right class to equip them.
