Then thats not a small gap at all. Third party games should look and run better on Orbis
Probably only marginally better though. 3rd parties aren't going to create assets or build an engine they can't port to the other system, it's just not economically viable.
If these specs hold true what we're probably going to see is a slightly larger gap than the current pro-X360 tilt, but it will be entirely tied to things that can be scaled easily like PC ports currently do. Slightly better framerates, maybe a few more games running at higher resolution, less tearing, things like that. They won't look like different games.
First parties are the ones who can differentiate there, and is most likely the motivation behind Sony's 1st party heavy focus. Naughty Dog, Guerrilla, and Polyphony are already top tier developers, giving them a tangible hardware edge is going to result in a very real difference.

If the current hardware rumors hold true the first party games sure won't. But then, is it enough extra power to make a gameplay difference? Probably not, so then it's just window dressing.
And even better, PCs already blow both of them out of the water.
Which means that I will only care about exclusive titles, which are going to look astonishingly good on both consoles.
Once PC devs can catch up in terms of assets, sure. But early on they'll suffer from the same issues that have held them back for several years now - who'll fund developing top tier PC assets when you can't bring them to the consoles? PC games will see a big step up once the Orbis and Durango have been out long enough to raise the bar industry-wide, but the PC segment will again plateau a few years after that when no publisher wants to fund a game they can't put out on all three formats, halting asset enhancement.
