I'm still undecided on a 360 at launch because I'm planning on a PS3 being my main and quite possibly only console, but if I do decide on it the two launch games I must own are:

Project Gotham Racing 3 and Gears of War are the only Xbox 360 games that interest me at the moment.

Madden - I'm not buying the current gen version
NBA game - though I have been an 2K fanboy.. I mean fanman, NBA Live is actually looking much better in gameplay and especially graphics
Oblivion - this game is going to be huge... the combat looks much better than the earlier versions
PD0 - Even though the one player game or the graphics mediocre (still better than any curren gen game)... this game is going to have the best multiplayer ever.
Kameo - I am considering this game... looks like it will have a good story and solid gameplay

I am also considering the Mistwalker games (Lost Oddesey and Blue Dragon)... but I doubt they will make launch.

Not sure about the others, but I can almost guarantee Madden will make launch. Because it's based on the season, there's no point releasing it late, November is late as it is.
