Not really. When a company sets out to make a game they don't come up with a budget and then decide how to distribute it, especially a company like Capcom which will be utilising people they're already paying a regular salary to.
The writers are a different deal because they probably will be getting paid by the word, but that will fall under and entirely different budget than the Capcom staff already working on the game. If they weren't paying those writers the game would simply cost less, they wouldn't suddenly take that money and hire more staff to make more characters.
