I'm gonna say The Flash, just because i think everyone else will say Superman.

The Flash, plain and simple. In one of the more recent issues of his series, 207 or 208, Superman is chasing him around the world and keeping up, but then it turns out the Flash was basically ignoring him, and when he actually put effort into it, left Supes sucking wind.

Well if you're that curious, Superman's ranked around the "near light speed" category. But he might as well be standing still by comparison.

Look at it this way: Flash has 1 focus and that's speed. That's all he does and that's what makes him the Flash.

Also, he's so fast he can see through different dimensions at the same time! OMG!

Why swim when you can run on top of the water? But to really answer your question, yeah he could swim fast. Not at the speed of light obviously.
