But it truly is a carrier thing. They already have a hard time to push updates to their Android handsets. I think it was the AT&T version of the Galaxy S that still runs Android 2.1. I can see why Microsoft has a hard time to push out one update to 9 devices, at the same time, on different carriers world wide. I remember when the iPhone got the first update, it "brick" my phone and I have to call Apple to get the phone working. They have 2 iPhones (3 phones actually for a major OS revision), 3 iPod Touch and now 2 iPads. They also support the phone on many carriers around the world, more than Microsoft actually. Nobody says Apple doesn't have the same problem to get all the carriers lined up for the updates, but they announce dates and details when they sorted everything out (i.e. one week before launch). MS had to talk about the update early because they're under pressure and when they did, it was basically ready, just waiting for approval for the carriers. Micrsoft promised small bug fixes would be OVA and bigger updates would be via Zune desktop so I was expecting a situation comparable to iOS for Windows Phone 7. I guess reality caught up with them.![]()

Elop says that it makes sense for a "single infrastructure" to exist for selling apps, which would be why the Nokia content environment will live within the Windows Phone Marketplace. He says that Nokia's contributing its strong carrier billing relationships around the world to that.
"Part of what I want to do at Nokia is make sure that when we announce a date, we're absolutely sure about that date." He's also saying -- and this is something we've heard before from VP Savander -- that he's trying to reduce the time between announcement and launch.
I don't think Apple needs carrier approval. They are not doing OTA updates. They obviously cooperate on some major networks for QA testing, but in many parts of the world, you can go to Apple and buy an unlocked iPhone and use it on any GSM network, even ones that don't have carrier agreements with Apple. You can go into the Beijing Apple Store and buy the iPhone 4 and then use it on China Mobile, which Apple doesn't have a carrier agreement with, and firmware updates from iTunes will come as usual. I used a Hong Kong iPhone 4 in China before it was released in China, and still got firmware updates; now using the same phone on TMobile USA, and still get updates.
