Personally, I think the only way a "legendary" system can work is if they are ALL utility and none affect DPS. If every one was like Prydaz (and you could reforge their stats), you would be pumped to get one. Small DPS boost from ilvl, and cool utility effect. No pressure to get one because it doesn't really make or break your DPS. As of now though Prydaz sucks because it can never affect your DPS while others have a huge impact. Every single iteration of Legendaries in WoW has been shit in some form, blizzard should realize their playerbase will never get a rare drop and go "Oh boy how awesome!" they will always go "fucking finally got that, what a relief", so stop tying player power to random rare things, because it makes the majority that don't have it feel underpowered and the minority that do feel relief that they can finally perform as they feel is intended.
E: My personal stance, I like titanforging, I like the legendary system. I was pumped when I got both my legendaries, and they are dog shit for me (Cinidaria/Prydaz on a tank). I get pumped when a piece of gear titanforges +15 ilvl. I could do content just fine before my legendaries/TF gear, and I never felt bad when I didn't have them. But I also don't raid, just do high Mythic+ runs, so maybe that is a part of it? But I definitely see why people don't like the system and I don't think anything about it is good. I just don't personally care what they do, since I have no problems with the current system myself.
