It was almost certainly a game that existed at one point and was intended to play like MvC3, but the below-expectations sales of SFxT tanked it internally.
Capcom business logic. Poor quality or rushed release underperforms? Guess everything non-SF is a dead end, then. Instead of looking at SFxT they should be looking at MvC3s initial sales and overall reception. I'm pretty sure a MvC3-like Capcom All-Stars with a slightly expanded but mostly recycled roster from UMvC3 would do well enough to warrant the risk it represents.
Capcom is a weird company in terms of business decisions. DMC a success? Better rush out a sequel without involving the original team or creator. Dino Crisis a success? Make the third installment a weird shooter set in outer space, and cancel the PS2 version in favor of the Xbox. Capcom Fighting All-Stars development falls through? Better rush out a poorly slapped together a 2D fighting game franchise crossover to recuperate losses. DMC4 sells 2.5m units in a year? Reboot the entire franchise, strip down the mechanics and change the entire aesthetic to a urban-punk dystopia with ugly characters in order to appeal more to the west. MvC3 a success? Release an expansion pack in less than a year. Dragon's Dogma, a big scale action RPG, perfect for a PC audience? No PC version, ever. Etc, etc.
