Of course not
We can always do more. More physics, more framerate, better resolution, more intelligent NPCs etc.
There are some games that are perfect the way they are, like Cuphead or Celeste, for example. Increase in resolution or fidelity wouldnt change a thing.
But 90% of gaming could always benefit from better hardware.
"Oh it looks great already", sure, but imagine it at native 4K. "Oh, but it plays great at 60 already", sure, but imagine it at 120 FPS.
"Oh but the ceiling became too high. Most devs cant make a game that looks as good as something from ND and other big studios". Ok then, so just make a "last gen" game running at 60/120 and 4K. I doubt that people would think it looks bad.
Bloober team made one of the best looking games this gen. It's as easy as its ever been to make a good looking game using popular engines.
