Well, Falcom was making its own Ys 4 in partnership with Sega for Sega CD, so they definitely had a firm plan at some point.
Possibly, but they could've just been working on the same way as the others, just giving a vague plan and letting Sega do their own thing. After all, I think Sega handled most of the development of the SCD Popful Mail, which was drastically different from Falcom's own SFC version. I don't think they ever publicly revealed much about it other than stating that it existed at one point. I'm not too familiar with the development of the other Sega-Falcom games though, so maybe they were more closely developed.
