I'm level 24 and I didn't see a legendary engram drop for me ever, until an hour ago. By RNJesus it managed to be a legendary weapon.
The only prerequisite is playing more and luck. Heavily more towards the luck side though.

well you're kicked offline if you're inactive for a period of time (i think it's 15 minutes). that's standard in most MMOs so you aren't deadspace on a server. but there's no inactivity penalties AFAIK.

No, I meant in pvp. Either they got kicked for inactivity after a few minutes, or their D/C's coincide with them going afk. But it's happened a few times.

am not sure what you're saying. the game will knock you to the title screen for inactivity and I believe it's indifferent to what mode you're playing.
Don't mind it being based on luck, I just wish you could tip the odds in your favor by doing good in crucible or completing a harder strike...

I lost so much time doing stupid shit because this fucking game does not explain core mechanics, but does a 10 minute cutscene with Smurf Queen about a story nobody cares/understand.
Never explained factions and I thought you would be better finding you legendaries/exotics by playing and NOT grinding like a fucking F2P.
I will give you a word of advice: level up your reputation, play for your faction and buy the armor from them, at least the grind to get those items will pay off with exactly whay you want to get, spare yourself decoding fucking purple engrams for blue pieces with shit stats.
I don't play PvP, hate it actually, but if you like that you will be set, the drop rate there is ridicolously good AND you will up your reputation with your faction.

I'm 100% certain you can't get a legendary from strikes. I've never seen one. Your best bet is to farm an area for an hour or two and hope for one. I got my very first one today from farming glimmer, finally. It turned into a rare, but the glimmer I got from farming leveled up my cryptarch once and I got a legendary that turned into chest armor.
Still stuck at 22. Missing out on the Raid for a while. Major bummer since it'll be the first Destiny milestone I'm missing out on day 1.

luck is fine if there is a consistent and predictable way to increase your chances. you don't know when you're going to get something, but you know that what you're doing will net you some rewards, and those rewards are not going to end up being worse than they appear. that carrot-on-stick system is addictive and keeps people playing, even if the content isn't good.
the current system appears to completely random though. you have as much of a chance finding a legendary from a level 2 dreg or from losing a match of salvage as someone doing a nightfall strike. and you have even less of a chance of that item actually being legendary.
it's counter-intuitive. if they start patching the farming runs it'd be a huge turnoff. they'd basically be saying "sell your soul to RNGeejus" or grind bullet sponges for 2-3 vanguard rep to buy your legendary gear.

I've had legendary engrams drop from strikes and seen others getting them so it definitely is possible.
So I have yet to receive a legendary item for my Titan, but today I got 2 legendary cards for the first time. The first was nothing special but the second was the exotic Universal Remote shotty (primary weapon). I'm also working my way through one of those exotic bounties but I have to complete 25 strikes. I did a couple but I'll wait til tomorrow when marks reset.
I also finally got to Vanguard level 2 so I can buy stuff but I'm going to see how the bounty goes. I opted for the exotic pulse rifle because the others required some shit I'm not willing to do. I wanted the exotic scout rifle but it required "legendary PvP exploits" or some shit and I don't think I really can.
Also, shoutout to PSN: narutogameking for surprising me and jumping into my go at the weekly strike. That thing is sort of a bitch solo. It was the first step of the exotic bounty.

I'm sorry but I'm calling bullshit, I have NEVER seen a rare as a reward in a strike, they even say the kind of reward is blue.
You can have one drop from an enemy while doing the strike, but that would be just luck, you can get one licky drop even patrolling an area with level 2 fallen.

It's really annoying.

I'm 26 with two legendaries, one exotic, none of them are upgraded after requiring ascendant shards.
Two would cut it with enough upgrades, but you may be in ascendant territory.
I have Exotic gauntlets and a Legendary chest piece, the rest are Rares and I'm lvl 26. By getting to level 2 of crucible/vanguard, you could buy 2 Legendary pieces and I imagine with the right Rares, you could get 25-26 I'm thinking.

Try an direct connection to your modem and see if the issue persists, if so, it's your router.
