You're talking about big productions that air on typical channels in Japan as long-form series (or the OVA / Movie format) and get released on DVD and tend to contain specific tropes.

Not really. She's a character that basically personifies one of the voices of a vocal synthesizer, which is called Vocaloid. The software is popular as fuuuuuck, which means that her image is used by a lot of music people who use the software. Anime is an animated visual medium, and i don't think she has ever been in one, but i may be wrong.
