That's exactly what SFIV was.
I say bring back the SF3 characters. Get Urien, Q, Makoto, Dudley, Oro in first then bring in favorites in packs.

I always thought this would of being cool for SF5 if it was set years after SF3.
I like this design a lot too.
I'm kind of disappointed that Ryu and Chun Li have the same outfit and look the same age. This is after 3 right? I know they can't change it too much but just a little would've been cool. Maybe something not as drastic.

Q has some of the most brutal attack animations in fighting game history. I want to see these moves return.
I wonder if Capcom could do Q justice in SFV. The grittier atmosphere makes sense, but most of the new effects that we've seen so far are lighting and post processing effects. Q would require better animation than what we've seen so far.

To be fair, KoF XIII takes place like 10 years after KoF 94 and various characters look the same as they were then, like Terry and whatever that thing calling itself Athena is :V

Sakura because I think you should move forward and show some progression with the characters, and for that reason Sean should probably come back too. Maybe add one more classic character--Blanka, 'cause Ono--then the other ten characters should be new.
Then you can add back characters in Super Street Fighter V and any other subsequent new versions of the title.

I'm really intrigued for what new characters they'll bring. I loved C. Viper, Juri, and Hakan in IV.

SFIV was SFII + other characters. I want SFV to be SFIII + other characters in terms of roster.
Take the 14 most popular characters that are currently in Ultra Street Fighter 4 and put them in SFV. Then add in 2 characters that never appeared in USF4- Maybe pull Alex from SF3 in there because he's a bit different and throw in Karin or Rainbow from SFA3 just because.
Then build 2 brand new characters just for SFV for a total of 18 at launch. Plus obviously there'd be another new character for the boss and maybe have a hidden character as a secret boss as well. Basically 20 characters total initially with 2 of them being unlockable after playing for a bit.
Then add in 1 new character every month or 2 , so maybe 8-10 per year after launch. Each year capcom could build 1 brand new character while adding in 7-9 older favorites.
My guess at an initial roster(I have no clue who the most chosen characters are)-

Man imma miss makoto if she ain't in. Oro would be rad too he was such a unique character that had some problems with the system he was functioning in so I'd love to see how he'd be in a different system.
