Since Kochikame will never ever be killed, Isobe's real rank is unknown and Gakkyuu Houtei is unstable jumping all over the place from the dead bottom to the middle. I guess people are just dismissing Kaka since Toriko easily took care of those brainwashed Neo subordinates awhile back


but the problem here is that

a) they're minions who were brainwashed
b) they're not Blue Nitro's
c) the Blue Nitro aren't part of Neo.... they are just higher beings that agreed with Joa to take part in a deal to reach the final land

they only reason why they are helping Neo is so that they could have Joa on their said.... likely the reason why they went after Komatsu is so that they could have a plan B if Joa ever betrayed them
