MoS could be considered more mediocre and I think that's why people hate it so much, but it's more consistent both visually, with characterization, and with the narrative.
TDKR has more uniqueness in it's presentation, so people probably think it hits higher highs but I think it fails mostly where it's attempting to be deep or menacing or creative. Either way, it's way less consistent and more hit or miss but what I think makes it a worse movie is that the lows are much lower.
People complain about Superman killing or the destruction in MoS but honestly it feels much more like nitpicking when put up against Talia/Bane's bait and switch/lack of cohesive characterization or the shoehorned sociopolitical messages that were added to give depth or the Bat voice or Alfred's flip flopping charization from the previous films or Batman's miraculous recovery from debilitating injuries, not once but twice, to service the plot or more Nolan-esque twists for the sake of keeping the audience guessing rather than being consistent with the world or how Batman is somehow able to travel hundreds (probably thousands) of miles from a hole in the middle of nowhere to Gotham....etc. etc. etc. you get the point.
TDKR is hands down a worse movie and that's before even getting into things I personally thought were bad like Bane's voice or the whole ending.
