Is there no way to work with the city council outside of paying money to have a hearing? If they claim to want business with Super Arcade as much as they do but hate the strip mall landlord, surely they can figure something out beforehand so that the vote becomes just a formality.

It might be best that the City Planning Commission denied the permit since it can now be taken to the city council. It should be different people unless they're doing something screwy and have the same people sitting on different boards which shouldn't happen as most elected positions at the local level are part time jobs.
