depends on your definition. Some people take "pop" to mean soft, whereas others seem to use it to describe something that has crossed over and has mainstream appeal. Using that definition I'd definitely say Pac and Biggie were pop.
nothing about their music was mainstream or pop culture till after both passed away. they were relegated to black only music award shows and media . nothing about them resonated as pop music . Drake is literally making pop music that'll compete on the charts with a Katy Perry or Miley Cyrus track and he's also marketed himself as a pop artist more so than a rapper . he's the male version of Nicki Minaj simple as that. he has crossover and certain tracks that lean him towards hiphop but his overall portfolio makes him a pop artist with aspects of a hiphop artist. if you want further proof just look at his concerts and the demographics and how he presents himself, none of it is very hiphop . hes what artists like Kid Ink and BoB strive to be, they use rap as their edge as a pop artist.
