THPS 5 isn't even actually cel-shaded, OP merely says it is based on pictures because it has cartoon outlines. You look at the character models and see gradients, not distinct layers of light and shadow like in actual cel-shading. Looks like Twin Souls character models are actually cel-shaded

I'm aware that it's not proper cel-shading, but the average person would just call it that, so I went with that since I couldn't think of another term to use at the moment.

I think Ive figured out whats happened. Someone told them the last good THPS games were 3 and 4 from the PS2 days. So they took that feedback literally and created the game on their PS2 dev kits. Good job guys!
