The fact they apparently recorded all of Skullface's dialogue in under 2 hours makes me feel like we really know absolutely jackshit about this game and it's story.

Well no we most likely wouldn't get "Grey Fox", but...
The africa section of TPP falls in the timeline with the story Naomi tells in MGS1 of Frank finding her in Rhodesia as an orphan during the 80s before they were found by Big Boss. I would fully expect him to exist in TPP in some form, but before he was a cyborg ninja, Frank was a fairly normal (but very skilled) soldier. (The Null stuff in MGPO can be ignored)

The one unconfirmed character I'm really hoping we see isBaby Otacon. He'll be three or four in 1984, and it'd just be so crazy to see Huey cuddling the toddler that's going to grow up to bang his wife and drive him to suicide

That would actually be a beneficial change. That whole plot line was totally cringe worthy.
What's wrong with his plotline? He has a loving wife, a son, and a daughter! Is there anything more a man can ask for?

The only time anything from that game has ever been mentioned again was a quick line at the beginning of Peace Walker: "Now we can put all that San Hieronymo crap behind us".

That Kojima keeps returning to Metal Gear Solid is a pretty big burn on everyone that he's been trying to nurture as his successor.
The Null stuff was a retcon in the first place, and it remains to be seen whether Portable Ops is even a canonical game any more. The only time anything from that game has ever been mentioned again was a quick line at the beginning of Peace Walker: "Now we can put all that San Hieronymo crap behind us".
Especially considering the fact that Portable Ops was truer to its identity as a Metal Gear Solid game than Peace Walker, and was developed at least partially in parallel with MGS4 (so would have had far less man-power and a smaller development budget than Peace Walker). In everything but one aspect () it did a good job of telling part of Big Boss' story.bringing back Sokolov
Then the only other opportunity his team got to prove their worthiness in taking over the franchise was a game in an entirely new genre to the studio, trying out an innovative gameplay mechanic which only had the problem of working too well (the 'cut' anything making level design difficult). Kojima didn't give that game 2 years before he pulled the rug from beneath his team's feet.
Kojima never wanted to let anyone else make Metal Gear Solid.
PO is not part of the Metal Gear saga according to Kojima.
"The games in the series that I personally designed and produced. Metal Gear on the MSX, Metal Gear 2, MGS1,2,3,4 and Peace Walker and now Metal Gear Solid V are what constitute a single Metal Gear saga. With Metal Gear Solid V I'm finally closing the loop on that saga. In that sense this will be the final Metal Gear Solid. Even if the Metal Gear franchise continues, to me this is the last Metal Gear. "

Also PO has never been part of any official timeline. Before the whole drama with Kojima and Konami, Koji Pro had an official timeline on the Konami website which didnt include PO There is now also a new timeline on the Konami website, without PO as well. And on the promotional boxes of TPP the official timeline again excludes PO.

And in a more recent article by Japanese press who attented the MGSV bootcamp, they discussed the series' canon (focusing on the Big Boss story) and they excluded PO. The info on the canon was given by Koji Pro during the event.
