Like a pure martial artist in the vein of Tekken? I dunno. SF characters are too crazy. Juri is supposedly a taek won doo character and her fight style is nothing like the sport. Only a few moves are inspired by the art.

Nah, not necessarily boring or plain, but at least derived from something 'real' to some extent. Something like Juri = TKD is fine.
I'm holding out hope that she's MMA inspired. Since SF characters are often based on real life personalities, they could draw on Rousey or Cristiane (Cyborg) Santos. If the latter, they can get NetherRealm to help with the face model.
Me too, don't mind if they're loosely based on a style, it's just the last 2 feel arbitrary.

Most SF characters don't fight using recognizable martial arts, so I couldn't care less about that, though again I think it would be cool if Laura was a mix of street soccer & brazilian jiu jitsu.

There are tons of boxing styles. That's kind of like asking how is 2 karate dudes not enough? I'd be with you on that one, but at least the boxers play nothing alike. Not that I'm necessarily a fan. I think Dudley is alright and Tyson is lame.

How would a new boxer be interesting in terms of new gameplay offerings? The only thing I can think of is a superheavy boxer with super armor a la Little Mac.

No lie. I would love that. Steve in SFxT was so damn good.
Ibuki and Elena were my mains in 3s but after what they became in SF4 I'd be fine if they sit this one out. :-\
Eventually I wouldn't mind seeing either a glass cannon Pacquiao inspired fighter or a mostly defensive Floyd inspired fighter. V-trigger for Pac: speed increase, V-trigger for Floyd: S-groove dodge

That's Boxer no? Personally my favorite interpritation of a boxer is Akihiko from Persona 4 arena who's attacks get stronger the longer his combo goes.
I'd make a Boxer that can switch into stances on the fly (kinda like Steve but these stances will be useable lol) or give them dodge moves that sidestep themselves backward into various options. An Armored boxer is another option.

Abel is pretty "real" in terms of his inspiration (MMA) yet isn't boring. At least his moveset isn't boring because god his personality is blander than stale bread.

A counter-oriented lightweight fast boxer. Lots of defensive options and really long hitting specials with good recovery on hit/block. Lacking the damage or combo potential of a Dudley or Balrog. Like Sim, but at a closer range.
Or one similar to Steve from Tekken.
Edit: Full anime style. Punches the ground for projectiles. Shoots wind bullets with punches. Does some JoJo style punches.
I'm still kinda surprised that a boxer in the style of Mayweather or Pacquiao haven't been made yet.

Nah. All of his moves would do one point of damage and every round would end by time over.
I wanted TJ Combo to be rebooted to fight like this, that didn't happen.
A Mayweather type Fighter in this game would be defense first, so he would best be used as a turtle type Fighter.
Make him have plenty of counter options, fast, and evasive....not really powerful though and you'll have a Mayweather.

Speaking of Laura, I can easily see her being a MMA fighter. UFC is huuuge around here and if Capcom does the same work with her they did with Rashid she could end up like that
I considered his moveset just as boring as everything else about him, but that's my take.
He has his forward Duck and that's it I'm talking about a back step turnaround that has options free it, the character could have a forward one as well. Also stance change doesn't mean creative bankruptcy lol have you seen Lee from xtekken.
