What's wrong with Blanka, Fuerte, Ibuki and Rolento?

Blanka for character reasons, the remaining for gameplay. I hate their style of play in the SF4 engine.
He'd have 4 different jab buttons (and 2 mediums).

I know you would love it if they redesign Blanka in SFV.
Yeah Abel is pretty lame design wise for me. Would have been a lot more interesting if they kept his preliminary concept art for his final design.

Siliconera leaked that R.Mika, Urien, Karin and Alex would be returning characters.
As of now, one of them has been confirmed and the others are fan favorites not included in SFIV so makes sense to put them in SFV to make it feel fresh.
I guessed correctly Rachid being an arab character to be announced at the Dubai event. I bet the rest of the announcements will be:
TGS: Karin
NYCC: Alex
Brazil event: Laura
PGW: Urien
PSX: Zen
The Siliconera leak isn't for sure to be legit, not yet. Even if Karin gets in, there's the fact that Alex & Urien were in a separate article. There's also the "characters you'd expect" comments from Capcom that throw the Siliconera leak into question.

He would also have no forward dash... just a back dash and a backwards habanero dash.

No time frame. No core/dlc distinction. Nothing useful in regards to disproving them if they don't turn up in the core.
I think you're going for some one like mashiba from Hajime no ippo. He uses flicker jabs and they look pretty much how you're describing them.
Edit: saw mashiba was mentioned, but Steve doesn't really use them in cross tekken like flickers are usually used as. Most of the time Steve used the flicker stance to end combos or cancel out of normals with it. Not really space control because of how slow Steve's are.

To be honest, I think this is the biggest problem for Abel as far as standing out. Technically Cammy has all the character of a cardboard cutout as well but she's attached to the ever-present Bison who's a somewhat amusing/memorable villain. It feels like Abel was meant to be Cammy's spear counterpart when you think about it:
- Amnesiac
- Clone/Body for Villain
- Likes a type of cute animal (Abel's weakness is puppies, while Cammy's is cats )
Problem is, Abel's attached villain is Seth and he's... well... he's no Bison :/
Admittedly they didn't have him front and center in the intro randomly sticking his tongue out either
edit: looking at that, my avatar and the smilies I used in this post, I suddenly feel somewhat self-concious

My problem with Abel's design is that it has fuck all to do with his story
Like okay, he's an amnesiac living robot cyborg thing that was raised by mercenaries, why the hell is he wearing professional gear as if he's an olympic wrestler? Alt 2 should have been his base.

Ryu is a dude in a gi. Ken is a dude in a gi. Sean is a dude in a gi. Having an understated and polite personality doesn't mean you have no personality. Not everyone needs to be an over the top caricature, and he has enough in his backstory with his connection to Seth, Guile, Nash and by extention, M. Bison, that they there's lots of room to build an interesting story for him.
I think he's a top 10 design because as I've stated before, if I didn't know better, I say he could easily be a classic SF design. I think his streamlined appearance represents a type of elegance in design that's sorely missing from the series.
The reason why I called out your (qcf x 2) post is because instead of just stating an opinion, you were disparaging someone else's without any context.
