I see it more as the localization team assessing the tone of the franchise, looking at whether a petting minigame seemed to fit that tone, and making an honest judgement call that, uh, no, it doesn't.It's not technically censorship, since there's no outside force absolutely forcing Nintendo to make this change. It's still their call at the end of the day and they could still push ahead with it if they want. President Obama isn't putting his hand on their shoulder and saying, "Nintendo, no."
But it's definitely a change made out of fear of controversy. What kind of controversy is debatable, but they know we're now in a time where trivial things can escalate very quickly on social media.

I couldn't give 2 shits about the actual minigame, but I hope they have a way of getting those original benefits in the game in a different manner. If they don't, then this is not a good thing in my eyes.
although I didn't have it in me to read the whole thread, maybe that's the case and if so, this isn't as big an issue.
I'd like to bring something up in this conversation, in one of the english gameplay videos, there was an exclamation mark above the "private quarters" (the place in the hub you go to to change your hairstyle and go to the petting minigame.).
In the Japanese version, this exclamation mark only appeared when petting was available. (it can be used once per chapter or so).
So, my point is we're probably getting a replacement of some sort. (Or they left a bugged notification icon over it in the localization, but I hope not)

Controversy may have been a concern, but they'd draw plenty of it by either decision, cutting it or keeping it. The path of least resistance for the localization team was probably to leave things as they were and not tell NOJ "Yo, this shit's dumb and you're kind of dumb to have put it here." The Amie content isn't questionable because it's exploring themes the audience might not be ready to handle, it's questionable because it clashes with the series' tone in a bad way; It's questionable because it's stupid.
I'm much more inclined to characterize its removal as a principled stand than an act of cowardice.

I don't even really understand how this happened. A lot of development work went into the models that are most prominently shown in this mode. Why even work on stuff like that if they're just going to remove it when they localize the game to markets that are actually bigger than Japan?

Yeah, exactly. How is this change to affect that audience's perception of this game? It's still fairly not well written animu garbage where you can marry 1000 year old dragon girls. Removing goofy ass face petting isn't going to make or break this game's western acceptance in any significant way when it is japanese at its very core.
Nintendo's attempts to cater to markets other than Japan are Code Name: S.T.E.A.M. What a success. Removing flavor from your game in some attempt to mass market it is absurd in this day and age. Considering the positive response in all markets to the character bonding in Awakening it seems pretty dumb to remove anything associated with that on the next FE release.
