I'm thinking it's the full game. The date matches the $59.99 PS4 digital version, since digital will unlock the episodes as they're released.

Could try using an American address with your card, but some banks don't like it, mine doesn't.

If that's the case you'd have to use some kind of top up card, like Supercard, Revolut, Entropay or something.
