They are supposed to be called out with lowest popularity rating first. So he gets called out second even though he's not second to last in the polls, and he wasn't going to go out there until it was his actual position.

That whole thing looked so weird on TV. Then Trump hangs back with him and they just chill out while everyone walks past. I thought they were going to have to lower the lights, silence the crowd and not make any sudden movements to lure them out on stage.
