Although technically a "show" they were released as movies when i rented them from blockbuster. The first actual comic book movie that wasn't made for TV i watched was 78 Superman, first R was 89 Punisher.

What homemade costume.

There isn't a homemade costume so far as anyone knows. Just this one. Because he's already Spider-Man.

Those might simply be the lenses before they modified them for the costume. Same with the fabric. Easy to be cryptic when you're looking at test stuff instead of final product.

...Is it actually cgi?

I kind of get where you're coming from, on Youtube you can't really see much detail on the suit, it looks textureless at a distance, although seeing the hi-res stills, I'm super impressed with it, I love the detailing on it.

That Spider-Man eye effect was decided upon well before Deadpool was released. It's not something that could be done at the "last minute," and doesn't jive with Marvel's meticulous special effect process.
