Why must localizations be expected to adhere to the moral standards of other cultures? I personally believe that highlighting moral and ethical differences prevalent in one's culture should be endorsed. Moreover, removing ethical differences is not mandatory to have a localization that successfully conveys its content material to a new audience.
Within the context of Star Ocean and the West, the culture in Europe and North America is fine with sexuality in games unless they're rated E or something. Western games can have straight up intercourse.

here's the whole story.

We receive many requests from companies to create publicity illustrations for the game, but we never received any requests for the Dwarf. Also, as the game’s street date nears, most retail shops start requesting exclusive art for their retailer-exclusive bonus items. In Japan, these illustration requests can even be as specific as something like female characters in swimwear. In these requests as well, the Dwarf was nowhere to be seen.

So, I decided to unofficially draw a sweaty Dwarf in a bathing suit, with a bit of cynicism towards those retailer requests. I drew 3 of them to show that there are character color variations available.

However, this image is something I created on my own, and will not see the light of day in any publication. I felt it was a shame to just throw it out, and thought I’d just post it on my own Facebook. That’s when I remembered Jason’s article and thought that I’d post it as a little joke with a comment. I used an automated translator to try and make a lighthearted joke in English, but clearly that wasn’t the case. I was very surprised to see the crazy aftermath.

This reminds me about everybody turning their noses from creepy incest under- and overtones in japanese media, despite "sister" and "mother" being some of the most searched porn tags in the west as well.
 
He explained why it was more than a panty edit in the very post you quoted. Anyone thinking this is about panties is either missing the forest for the trees or feigning being obtuse. People are not happy that these little culture clashes keep happening and the censoring side keeps winning out. How many times has something like this happened in the last 6 months alone? While I have little interest or respect for boycotts, especially when vocal, the sentiment is fairly understandable. Up until now, the ideal, and the struggle, was to get Japanese content here with as little adjustment as necessary, but now there is new competing, diametrically opposed ideal: Japanese games must be "fixed". The idea that this fixing is moving into the Japanese versions, by the developers own words, is naturally concerning. So people want to get their point across somehow. Any one change isn't the problem, it's the trend or precedent.

If we're veering off-topic we should bring up Japan's corrupt media industry like how Idol's cannot have a boyfriend or even get married without permission because they must maintain the image of purity.

They have a very, very corrupt media industry, even pushing out real journalists so not to question government practice and fired one famous one recently because the new head of the network endorses some things by the government.

Dunno, there are Western games with straight up fucking on screen sans visible dick/vagoo. I think the difference is in a western distaste for a seemingly more juvenile depiction of sexuality. People are fine with sex in western game but criticise the same game for having female armor with tits hammered out in it.

This "just in case" fear of backlash is one of the worst parts too as they are starting to pre/self-censor just out of potential fear of Western backlash, leading to stuff like this and the bigger deal of DOAX3 not even getting released, despite the fact that the previous games released in the west just fine.

We over sexualize women here and consume media that's nothing but killing indiscriminately and it's alright. God forbid a woman wear something she desires because it's taboo.

The change itself is fairly innocuous. I doubt anyone would have noticed, not like a demo was released that could be compared.

Right, so I think it's less of a rejection of sexuality which popular Bioware, Rockstar and CDPR games prove to be an asinine claim, and more of a rejection of how it's presented to the player.
 
As another example, people are fine with man-ass and tits in Dragon Age and Mass Effect but openly mock ME2 and 3 for the camera bizarrely focusing on Miranda's ass during conversations.
