3 years likely. I'm still running on a 980ti and see little reason to upgrade yet. 1070 already outperforms that. Why not go with a 1070 and save the extra cash?

Depends on if you want 'the best' or 'good enough' graphics. If it's the latter, at least 4-5 years. The former, 6 months.

Yeah 1070 is the way to go right now especially with HBM 2 or whatever around the corner.

Or even a cheap second hand 970 will do you for the next 18-24 months until the "1100" series cards come out.

In my experience you have to skip at least one gen when upgrading cards to get a real noticeable upgrade.

Also no, PS4 Neo or Scorpio will not be rocking a top of the line GPU. Anyone believing so is a fool. They'll be lucky to be 970 level.
