Looks awful...like SFV for 3DS....but I'd happily play it this way on the smaller GPD Win screen if the specs are similar and it runs this way.
Unfortunately it'll probably be worse, was talking about the non-pro surface 3 which has the atom Z8700 and spec-wise is basically identical to the Win.
Going by notebookcheck the surface pro's i5 had the Intel hd 4400 which has 20 execution units and 200-1100 MHz speeds whereas the Z8750 has 16 execution units and 200-600 MHz speeds.
More execution units is always better, which you can see with some videos of prototype Win units playing the same game with one video of the unit with the Z8500 with 12 EU's and then the Z8700 with 16 EU's, but the thing here is throttling.
GPD seems to have one of the best designed cooling solutions that could be had in a small package so if it can continue running without throttling it might be able to keep going strong long after the surface throttles.
That being said, I don't know how long the surface's can go without throttling and since there aren't any active cooled GPD prototypes in tester hands AFAIK yet we have nothing to compare it to currently so this is all speculation.
Its probably best to assume it'll struggle to play most non-indie games from the past couple years.
I think SF V works with Steam OS according to google unless something changed since it was announced so you may want to look into Smach Z as well.
They had a failed kickstarter last December which is probably related to not having an actual prototype but they pulled it and got funding from private backers to make a working prototype which they intend to introduce at gamescon this month and right after that launch a new kickstarter.

I don't like how it looks personally and its not exactly pocketable but these types of handheld devices has always been a dream of mine so I'll back it as well assuming everything looks good and nothing seems funky about the campaign once it launches.
