That is what they're doing. Builders(workers as you say). Can repair pillaged plots and it doesn't even cost a builder charge.
The thing that has me most nervous is how this will affect pillaging/barbarians.
Normally, you can hide in your city for a couple of turns until the proverbial cavalry arrives to save the day. Maybe a tile improvement gets destroyed by pillage, but that's a minor problem fixed quickly by a worker.
If buildings are external, and destroyed by pillage, then a barbarian attack could wipe out dozens of turns of city improvements.
Hopefully they do something sensible like making pillaged districts stop giving their bonuses until fixed by a worker, rather than having to rebuild them all.

I am pretty sure pillaging also won't permanently destroy districts or buildings.

Civ Ability - Relics, Artefacts and Great Works of Sculpture produce food, production and gold for their city in addition to the usual culture and tourism. Bonus to Great Merchant and Great Artist generation.
Leader Ability - Cannot build Holy Sites! Can use the Founder belief of any religion that's established itself in a majority of Kongo's cities. Free Apostle every time a Theatre District or M'banza is built; the Apostle follows the city's majority religion.
Unique Unit - Ngao Mbeba (Replaces Swordsman) - Defence bonus vs. ranged attacks. Can see through forests and jungles, and has no movement penalty for moving through them. No iron requirement.
Unique District - M'banza (Replaces Neighbourhood) - Can be built earlier in the game. Provides food and gold in addition to the usual housing.
Anyone knows the system requirements?
Unit is nice and Civ ability. Other two don't seem great on paper.
Assuming the Neighborhood is something important to an early game build, that is really nice.
Anything that replaces must-have early game stuff (monuments, shrines, libraries, etc in Civ V) are usually the best.
I have no idea what a neighborhood is though.
Says it right there...and one would expect from the name, HOUSING. Which is what you need to increase the population of your cities at normal rates with food. Makes sense...it'll let you work some more tiles earlier it seems AND give an additional boost to gold and food(which will just eat up more housing). I'm not convinced working one more tile 10 turns earlier(or whatever) is going to change the course of the game...that unique unit might, as well as the civ ability.
