If ND makes a fighting game featuring a brand new female characters, people might complain as to why all the women in the game are "ugly" and they're not sexy enough. That attitude can be influenced based on other fighting game characters we see in video games. That's his belief if we see too many sexualized female characters, but that STILL doesn't mean he thinks no one should design a sexualized female character.

Ever since the world turned "gay"...I will say this again, Druckmann is more than free to make any type of characters he wants for his games but so is other developers and if they want have sexy designs in their games they should be free to do so.

To me more has to do with western gaming culture. As graphics became better and more "realistic", western developers desperately trying to make gaming as "mature" industry just like movie industry so they see sexy designs as "immature". People complained about MK11 because all of the women are wearing full coverage bodysuits whereas previous games, including MKX, had much more titillating (and unique, imo) designs. They changed something that didn't need to be changed and made intentionally made the designs less attractive than they used to be, for no good reason.
Women in fighting games who don't have sexualized designs, like Makoto from Street Fighter or Leo from Tekken, have never had any such backlash about their lack of sex appeal.
It was about unnecessary change.
It's also not a sexism thing. I saw tons of hate against Street Fighter's Abigail when he was revealed, because his character model is genuinely butt-ugly.
In comparison, Samurai Shodown's latest game featured a new character, a dark-skinned woman who is quite ripped, named Darli Dagger and she's received universal praise.
And once again you're trying to recontextualize his ridiculous statements. The idea that sexy characters are harmful to the societal conscious is retarded no matter how you spin it.

Let me put your question a different way: Neil Druckmann's politics/values, which are bringing about major rifts and friction between different demographics, causing white men to be demonised, persuading a whole generation of males to carry unwarranted guilt, leading to violence, suicide and ruined careers, influenced the design of Ellie. His critics look at a muscular female character and automatically assume it's pursuing an SJW agenda without knowing her motivations, personality, flaws etc. They just look at the fact that she's muscular and female and automatically write her off. It's an identity based argument that the left uses all the time. You know who I'm not worried about writing fantastic, fleshed out characters? Neil and ND.

Colleen Fotsch (Abby reference model) is a dedicated athlete. She revolves her life around a strict training and nutritional regimen, and for a woman to attain that physique requires an entire lifestyle discipline adherence. Living in the gym daily, supplements, and more than likely doping. It isn't natural for a female to look like Abby, because she is fighting against the predispositions intrinsic to her biological sex. Druckmann has very intentionally designed her character to look androgynous, I suspect to make an implicit statement on gender fluidity in accommodation of the trans community.
Hence, an agenda. You need to understand nothing further than what your eyes see combined with a narrative that lacks justification for Abby's physique combined with Neil's position, statements and actions about trans to see it for what it is.
