For all we know Lego wanted it on all platforms and as part of the negotiation they settled on two. The question is would Sony want to lose out on a potentially lucrative deal with Lego just by not allowing it to go to PC?
This could be a similar situation to the MLB deal whereby Sony has to give up on full platform exclusivity to allow the deal to happen.
In the end though, currently we just don't know, all we can do is speculate but it will be down to agreements between the two on what platforms it is on so it won't just be up to Sony alone (and yes I'm aware Sony could just say no, but so could Lego).
