the Steam Deck's SoC was designed for the Deck first, and was then after that turned into a part that other Handhelds used in different variants, like the Z2 A is an improved variant of the Van Gogh SoC.
but the Van Gogh SoC was definitely purpose designed for the Deck. and SoCs like that ending up being repurposed later is also pretty normal for AMD, which is why you can get motherboards with Xbox CPUs and stuff in places like china, where AMD uses them as cheap alternatives to normal CPUs and motherboards.
