I also work at a pretty large corp and there is never a master plan that comes together, all the departments are at each other's throats and whatever gets done is usually by accident. I really doubt Xbox games coming to PC had anything to do with Windows Vs Linux or Steam. That was probably just Phil flailing about on his own.
They decided to block a few billion PCs from upgrading to Windows 11 while also stopping support for 10. They practically pushed people to Linux all by themselves. Steam or gaming are just breadcrumbs compared to the overall damage done. This was the final nail in the coffin for me to take steps over moving things to Linux (specifically PikaOS).The only "real" product Microsoft has put out so far, Windows Recall, is almost universally hated as a privacy nightmare made manifest, despite changes Microsoft has attempted to make. The Copilot+ PC range that its tied to has been nothing short of a spectacular flop, while sacrificing the Surface brand in the process.

You're 100% correct but you're assuming Jez Corden isn't a consistent piece of shit liar.Phil Spencer was in charge for a decade, I would put the blame on him and the Xbox management rather than CEO or CFO of Microsoft. But I should think they should have informed Phil what targets he had to meet and this was not a sudden decision that was taken in a day or two.
