If Durango is not always online, but still blocks used games and requires Kinect 2.0 to function, will you still be interested in the console providing that its first party lineup is somewhat decent?

Nope. But at a place with similar setups. What I said isn't a secret, btw. There's lots of stories about how these companies function online. Many stories also about people interviewing at Microsoft and not having any idea what the job is, or what they'll be asked to do. Apple functions almost in the same exact fashion. I imagine Google as well. It's how you prevent leaks.
Durango code name was confirmed last year when a Crytek employee tweeted about the Durango developer conference.

No. Online-required was never plausible and many of us were saying that all along. It cuts out major segments of the global market right from the get-go. It may not even be legal in some markets.
I understand people latched onto this because of the volume of rumors, or because they wanted to believe it. But I don't believe for a second this is a change in course.

Why MS would have sent an internal e-mail? Microsoft changed their work methods since the firsts leaks come to light. Each section did not know anything about the other ones, so, MS had to report everyone with this point. I guess they had to clear this point between their employees.
Seems unlikely and unnecessary for such an email to be sent via corporate email. How far out of the loop are your employees, where fundamentals of the system are unknown by the team.
