You have just been off the deep end lately.
I've never hidden my love of Geass. It's in my top 10 of all time. Easily the most fun I've had ever had watching anime. Nothing will ever be Geass, the imitations are actually painful to watch.
It doesn't belong on that list. At all.

I've never seen a formal qualification for what belongs on the list or not. I just know Kuttsukiboshi belongs there. You can sense these things.

Calling Arjuna shit is the highest compliment it could receive because being excreted and fertilizing the soil is all part of the circle of life.
I was going to suggest this but I'm not sure it's really in the same league as School Days or Yami because it's just bad more than anything. Aside from the ridiculous thong-bandage that one of the characters wears halfway through. I still feel for Shouta about this series though.
I would however suggest H2O though because that is just fucking ridiculous, even for a VN adaptation.

Are you sure that you watched to the end? There are three episodes.
I've seen a little bit and while it was an unholy storm of Gonzo trappings and perhaps some of the most overwrought melodrama in all of anime, my memory isn't good enough to make a judgment call on whether or not Dragonaut was actually "special" or just bad.

The end of Code Geass S1 deserves to be on a list. A list of AWESOME.
Considering that for a show to be elligible for the list it has to at least provide some form of entertainment to the viewer I'd have to say Dragonaut most definitely does not qualify.
Dragonaut is just all bad all the time. Sure, one could laugh at the sheer amount of badness on display but one would just be masking the tears and pain.
