There are rules against that because they use software and what not to scan faces and all sorts of fancy future shit, and smiling can mess up that.

The rules are relatively new, but still around before 2003 so Patrick still shouldn't be smiling...

What's weird is that I always heard you get away with a smile as long as you didn't show teeth, but that goes against that so what the hell do I know.

It's a passport card. If you pony up a few more bucks you get it as a handy thing. Same as a drivers license really.
