That seems to obvious. I'm guessing that whatever infrastructure he expects to find in D.C. is gone.

Wonder if they're gonna set up for zombie Bob to get some payback on Gareth. Like they lock him in there with him and let Bob munch him.

He obviously doesn't. He just made shit up in order to latch onto stronger people, because he wouldn't be able to survive by himself.

I mean Abraham said he heard him talking on the radio to people in DC and I don't think just anybody would have access to that kind of communication in the apocalypse.

When his character was introduced, I really did think he was serious for a short spat of time. But yeah, it's very obvious.
