As long as Beth (or anybody eats) is it ever possible to completely repay your debts? Sounds like a way to permanently keep people from leaving.
This makes sense.You really don't get the context clues? The female cop that brought the food to Beth is the "leader" but only just barely. In order to keep her position she turns a blind eye to the abuse that some of the others are committing.
Joan, the woman who had her arm cut off, seems to be referencing being abused. Probably alluding to rape. If I were to guess, it's by the male cop who called her a whore. The same one who creepily suggested to Beth that she show gratefulness to them for saving her.
