First they were going after Johnny and all of the sudden it's his wife? And all this over DOGS. Domesticated DOGS? I mean, with all that money they got i'm sure they've taken those dogs to the vets for all their shots and check ups so i wouldn't be worried of rabies or whatever.
Quarantine procedures still need to be enforced, though. There's nothing that Depp and Heard have done that any Joe Sixpack would have done for their animals, and they both would be under the same scrutiny if they pulled a stunt like this.

These rules are in place to make sure of that. Their status does not override the rules. Either abide by the quarantine rules or don't ship your dogs to Australia!

More likely didn't state she had the dogs when answering the question pertaining to such things on the card you fill out prior to landing. I doubt she flat out created false documents approving the dogs.

Besides Rabies, there is also you know know other things that dogs carry. Fleas, mites, TICKS... etc etc.
Australia doesn't have lymes or rabies (besides bat rabies), amongst other things. I'd like to think they would like to keep it that way.
You don't get to pick and choose based on who the person is and how cute their domesticated dog looks. A dog is a dog and they brought them in without declaring them.

Australia is usually lax in penalties for other crimes (re: In America you get locked up for donkeys years for drink driving causing death, in Australia you get a slap on the wrist at best or set free in a few years at worst).
Celebrities should learn to not flout the law.

Fact is, they broke Australian law and must suffer the consequences for it. I would assume a famous Australian celebrity have the same treatment if they broke an American law (Hugh Jackman, Hugo Weaving).
