In Japanese, Jigglypuff is called Purin which is literally just "Pudding". You can even buy Japanese flan with "purin" labelled on the box.

One of the better Pokemon name changes.

I wouldn't really trust a random rep to have any reliable info on this -- In most cases they're probably just saying stuff without really being sure so they can get you off the line as fast as possible.

I think it'll drop at some random time and no one will see it coming.
