I think the announcers are right, to a degree, in what makes Luigi so good in these match-ups. Diddy's bread and butter doesn't work as well.
 
Could someone explain how pools work? Is it similar to divisions in something like the FIFA World Cup, where players within a pool play amongst each other, and then the two top players per pool move on?

That's typically called Round Robin pools which is usually what most Smash players prefer to have but at these larger tournaments it becomes a big time sink to do RR pools so for an event like this they do bracket pools where you are put into a smaller bracket of players within a much larger bracket. You make your way through the smaller bracket to the Winner's Finals (or well, try to) of the pool to advance further into the bracket. If you lose, you go to the loser's bracket and have to try to make your way through there. If you lose there as well, you're out of the tournament.
 
Rest is weaker than Melee but stronger than Brawl Rest. In Brawl they "nerfed" it by changing its angle to straight vertical and lowering its knockback. In Smash 4 it inherited the same angle but it actually slightly stronger but still not quite the same as Melee because of the angle of the move. They added the Flower effect to it as well but that doesn't make up for its weaker ability to KO.

It was never an OHKO by itself, you needed to set up into it from one move and they needed to be at about 20-30% in Melee or above. In Brawl it's like 70% and above. And Smash 4 it's maybe like 55%-60% or above depending on the physics of the character.
