Find a different teammate or learn a character strictly for teams if you are actually interested in playing teams.
The best part of 2v2 is seeing character synergy together.
There was for Brawl in the case of MK but Fox isn't on the same relative level of that character in Melee. Double MK in Brawl wasn't allowed as a team, only one MK per team.
But if you did that for Melee you'd decrease the amount of entrants for doubles exponentially -- it may as well not even exist at that point. This also is still pools so it's not very far into the bracket.

I would argue that ditto teams can provide the same synergy in some cases. Skilled Foxes can compliment each other quite well.
