A new ruleset is released every year for that year's tournaments and if a new game has come out since then it is required for the tournament.

I don't think there's much point in sticking with the old ones, Pokemon is a lot more iterative than Smash Bros. is/was.

Most keep switching over to the new versions. There are always people active in older versions but they're few and far between.
