None of those games come close to a 10/10. I felt Clair Obscure had something to it from trailers and reveals, but had no idea it would be what it was. I don't know if any game has reached a perfect score or ever should.
 
Probably some indi shit dev doing a "rogue" game with pixelart again, then some hipsters and shit gamemagazins reviews it 10/10. Yeeeeah, im not that hyped no.

The Studio behind lords of the fallen and lies of P have very good potential to build something great!
Lord of the fallen had some insane level design and I think they will have their little flaws worked out with the sequel.

Lies of P environmental storytelling was insane . Level and combat design was very good but they 1 or 2 steps in the right direction and they have the perfect formula
 
10/10 implies that they are perfect and could not be bettered with added, removed, or reworked content/mechanics. None of the games the OP listed are on that level. Nobody is going to ever reach perfection and it is pointless to hypothesize about it.
 
IF it's a journos 10/10, it means it has rainbow flags everywhere (+3 points right there), the story is about some strong independent woman (+2 points if her ethnicity is non white) that needs no man, in a path of revenge against the embodiment of the patriarchy in the form of an absolute arsehole that's more retarded than evil, but the plot says so, then he bad (+4 points for an absolute award winning plot that's so strong and brave), she also has a sidekick that's minor age and want to get called by the gender he/she/it/they/them prefers every damn minute he/she/it/they/them decides to change it (+2 point for indoctrin... I mean, "appeal" to the younger demographic)

11/10 = GOTY right there, weep Naughty Doge, your Bald strong independent woman who needs no man has no chance against the kind of game described above, Cuckman in tears because he couldn't come up with this idea... again...

Yeah, like no one knows that Nintendo is going to eventually launch a new Zelda or From a new game.
Even Baldur was somewhat telegraphed from a mile.
 
Haven't got a true 10/10 this past decade besides Fallout 4 modded and Brutal Half Life if unofficial games are included. RE4R, Space Marine 2, and RE2R came close.

But I'm super hyped for the upcoming 10/10 games or at least got a 90% of being 10/10 like

Always excited for fine games and let's go with HL3 because why not. It will happen eventually. Just like Doom 2016 did.
And then plenty of my favorite titles got revived or continued in recent years like RE series going strong, the new Battlefield is very promising so there is always a good chance. So who knows like maybe one day we might see a great Thief, Splinter Cell, Deus Ex, Prince of Persia sequel or the System Shock 3 whatever state it is in currently just to mention some of the favorites currently missing for a while.
 
A lot of games get rated 10/10 or are considered "masterpieces," but I don't care to play them. For instance, you gave 3 games as examples in your OP (BotW, ER, and BG3). I've played one and thought it was fun but not a masterpiece, and I don't have any interest in playing the other two (not because they are bad games, I'm just tired of the 80-100 hour open-world games).

It's hard for me to get excited about a "10/10" game when my own tastes diverge so sharply from the average game reviewer. I often enjoy games that receive 7/10 or 8/10 more than the 10/10 "masterpieces."
 
It will get to a point where 10/10 won't exist everyone is against new video games today I think society loves hating on games and channeling mob mentality, the steam charts, the review bombing, the adult rating systems, etc. nothing is really cooperating with gaming to succeed.
